A family friendly workplace

Jere LaFollette, Chair of the Board of Directors of Secret Harbor, a child and family services agency active in Skagit County since 1947, recently announced the retirement of Brian Carroll, the agency’s President and CEO at the end of this year. While initially offering intensive residential treatment services for children in a facility located on Cypress Island, Secret Harbor currently provides care to high need youth in two small group homes and through intensive foster care programs in Skagit, Island and Whatcom Counties. The agency also offers support services to foster homes licensed by the State and other agencies throughout Snohomish and Skagit counties.

Brian joined the professional staff of Secret Harbor in 1990, becoming its President and Chief Executive in 1995. Throughout his career, Brian has been a state and national leader advocating for children and families in the child welfare system. Brian served as a National Board Member for the Association of Children’s Residential Centers from 1997 through 2010, leading as president of that organization between 2005 and 2007. In 2010 he became a member of the Board of the Alliance for Strong Families and Communities representing child welfare agencies across the United States. Within Washington State, Brian was founding member of the Washington Association for Children and Families, serving as president of WACF (2017-19) leading the legislative and public policy efforts. Carroll stated, “I am so proud of the incredible transformation of Secret Harbor from one residential program to a dynamic community-based agency serving children and their families from infancy to adulthood across Northwest Washington.”

Throughout his career at Secret Harbor, Brian has been dedicated to providing excellence in service to high need children and their families. This dedication was highlighted in 2012 when Brian and Secret Harbor received the Alliance of Children and Families National Agency of the Year Award. During the past year, much of Brian’s focus has centered on ensuring the safety of staff, children, and families as COVID 19 has altered the community and residential childcare landscape. LaFollette said, “The Secret Harbor Board of Directors wishes to acknowledge Brian’s strong and consistent leadership during his long tenure at this child and family service agency!”

Secret Harbor is currently conducting a nationwide search to fill its Chief Executive position which, as noted, will occur by the end of 2020.
